5. How do I file a Zero Return?

Outline:

Take a 1040 Form, complete the top and bottom panels, then write -0- on every line. Exception: if you had any money with-held, write the appropriate numbers in the spaces provided, enclose the proof (eg W-2 forms) with the 1040, and do the arithmetic so that you show the correct "Amount to be Refunded". That's your refund claim, and you have a small but real chance of getting the money.

STAPLE to the completed 1040 a personalized copy of Irwin's two-page attachment, available with "The Federal Mafia". That has minor improvements made from time to time; the latest version is posted as a File on Tax-Freedom-Now. Finally write at the foot of the now-four sides of your tax return "Page 1 of 4", "Page 2 of 4", "Page 3 of 4" and "Page 4 of 4" and mail it off.

It's a good idea either to certify the mailing (often the IRS pretends it was never delivered) or to enclose a check for $3 for the Presidential Election Fund. When that check clears, you'll have your proof of delivery.

Once you "have your ducks in a row", filing your tax return should take only 10 minutes a year!
