How Statutes & Regulations Relate
Outline:
Statutes are laws which Congress enacted; Regulations are written
to implement them, ie to provide bureau-rats with detailed operating
manuals. Regulations are what the public is required to obey, but
only if they are "Legislative", with the force of Law. Many do not
- they are "Interpretative" or "Procedural." Many Statutes relating to
Income "Tax" have no regulations at all, or no Legislative ones - as
is entirely consistent with its status as a voluntary system.
