We've aleady tried that, for two centuries. "Defense" is authorized by the Constitution, but not a single one of the list of overseas provocations of which you just read. If that could work, it would have worked by now.

As Spooner said: "The Constitution has either produced the government we have now, or was powerless to prevent it." The choice is: survival, or government.
